I have known HMS a little over 17 years since I started with the City of San Diego in the Public Works/Engineering Department. HMS is one of the top local companies that we refer private developers and customers. HMS normally finishes all City jobs with successful completion. I am pleased with the experience that HMS have in traffic signals, street lighting and MTS jobs. I do find all HMS staff are friendly, cooperative, helpful and very professional. HMS almost have all answers to any challenge that we encounter in the field whether it’s traffic signal, street lighting or signal interconnect.

I’ve worked with HMS since November 2010 on one of the critical trolley upgrade improvement projects that replaced the entire contact wire on the overhead catenary system (OCS) along the SDTI trolley Blue Line. The $11 Million project has been an overwhelming success for SANDAG and MTS, and is the direct result of the quality of work by the contractor, HMS. The project was completed ahead of schedule and on budget, with minimal disruption to revenue service operations and to the public. I can personally attest that HMS is a constructor organization that is proud of its personnel, expertise, and safe record of achievements. Starting from the President, Mike High, to the Project Managers, Superintendents, Foremen, and construction personnel, HMS has demonstrated the capability to complete highly specialized work to the customer’s satisfaction.

We at Inscope would like to personally thank HMS Construction for their part in the recently completed project at Ft. Irwin, CA. We believe that a larger part of the overall success of the project can be directly attributed to their efforts. It is rare to find a contractor who has the equipment, experienced personnel and knowledge of how to use these resources in a manner that maximizes their performances. The value of this alone in finishing successful projects cannot be overstated.

I have had the pleasure of working with HMS Construction on a consistent basis on various projects since July 2006. During that time, HMS Construction has proven to be a very reliable and knowledgeable construction firm that has executed our work in a diligent, professional & dependable manner. As an electrician contractor with varied experience in electrical signaling and communications, HMS Construction has always performed quality work for their clients. I would like to express my appreciating for the outstanding work on the Repair & Replacement of Emergency Generators project in Ft. Bliss, TX.  The removal and replacement of the existing emergency generation system was performed without a single glitch that affected the health & safety of the patients and the staff for the duration of the entire project. I look forward to having HMS Construction work for me on future projects.

Your entire Atwood Hay/HMS team were instrumental in attaining the highest quality of work performance throughout the life ofthe project. They maintained a close professional relationship with the Corps of Engineers, Air Force, Hawaii Air National Guard, and the Using Agencies. I am pleased to inform you that the Building 160 Rehabilitation at Triplet Army Medical Center will be recognized with a Preservation Honor Award at Historic Hawaii Foundation's 2016 Preservation Honor Awards Ceremony. This is the 42nd year of the Preservation Honor Awards, which are Hawaii's highest recognition of preservation projects that perpetuate, rehabilitate, restore or interpret the state's architectural, archaeological and/ or cultural heritage. The project is being awarded for the the rehabilitation of Building 160. Building 160 is an original building at the Triplet Army Medical Center (TMAC) that was constructed in 1948. We congratulate you on your exemplary preservation efforts.

Although HMS Construction is a subcontractor on this task order, they have really taken the lead in management and performance of the work. They have used their knowledge of Tripler infrastructure systems and how Facility Management Branch maintains and operates the facility and applied this to the construction project. The recommendations on the engineering solutions and cut over methods/scheduling have made this project go smoothly despite the numerous issues that have popped up.

The overall evaluation is rated as EXCEPTIONAL. The Contractor was rated as exceptional in the areas of quality, schedule, management and safety. They were also rated as very good for regulatory. The Contractor excelled in proper planning, execution of work and management. Their philosophy on teaming and cooperation mitigated potential Government delays and kept the project on track for an early completion. They managed their resources and personnel in an exceptional and outstanding manner which resulted in having a competent job site team that was very cooperative and responsive. Given what I know today about the contractor's ability to perform in accordance with this contract or order's most significant requirements, I would recommend them for similar requirements in the future.

When you work with HMS Construction on project, you can always expect it to be successful. The project planning and execution is always well thought out and professional.

HMS has exemplified exceptional customer service and communication with Watkins Landmark. The project manager and field supervision have been available for site meetings whenever asked, provided timely responses to RFI and coordination issues and provided time and cost savings strategies to the owner and City of San Marcos. This has been a challenging project with City traffic coordination and owner design changes. HMS has been a pleasure to work with and made Watkins' job much easier throughout. I look forward to working on future projects with HMS.

HMS Construction has been our go to contractor on two major US Army communications infrastructure programs over the last 10 years. I have worked with them on all phases of the two programs from the initial design through the procurement and build phase to the final customer acceptance and they have performed in an outstanding and highly professional manner. During the design phase they provided invaluable input on reliable and cost effective solutions to many of our design issues. These solutions, which included environmental assessments and documentation, ensured that the programs remained on schedule and within cost. In the build phases their teams of highly skilled craftsmen, technicians, and equipment operators completed over 20 communications sites from bare earth to functional sites. An example of a typical site included clearing, foundation and shelter installation, erection of towers ranging up to 30 meters, hanging and interconnecting all antennas and associated equipment, installation of equipment within the shelters, installation and verification of prime and standby power generation and associated equipment and cabling. They designed and installed all inter-site fiber optic communications infrastructure to include ducts, vaults, fiber, splices and patch panels. In summary, I believe that HMS Construction is one of the finest infrastructure and general contractors in the business.
